About VHIS

The Voluntary Health Insurance Scheme (“VHIS”) is a policy initiative introduced by the Food and Health Bureau (“FHB”) of the Government of the Hong Kong Special Administrative Region (“Government”) concerning indemnity hospital insurance plans (“IHIP”) offered to individuals, with voluntary participation by insurance companies and consumers. VHIS has been fully implemented on 1 April 2019.

Under the VHIS, the participating insurance companies offer certified individual indemnity hospital insurance plans ("Certified Plans") for consumers to purchase voluntarily.

There are two types of Certified Plans, namely Standard Plan and Flexi Plan. Standard Plan is fixed in product design and adheres to the minimum complying requirements of VHIS. Except for some minor allowable variations, the Standard Plans offered by different VHIS Providers should be largely the same in product design. Flexi Plan is more flexible in product design and offers protection and benefits that exceeds the Standard Plan. This means that all Flexi Plans must provide basic protection equivalent to Standard Plan PLUS some top-up protection e.g. higher benefit limit and broader benefit coverage. Flexi Plans can be very different from one to another due to diverse design in the top-up protection to provide more product choices.

No “lifetime benefit limit” your benefits will be continued until you reach 100 years of age.
No waiting period your cover starts as soon as your plan takes effect, except any cover for unknown pre-existing conditions.
Cooling-off period of 21 days during which you can cancel your policy with full refund of premium.
Tax deduction is eligible for the premiums paid for a VHIS Policy under the Inland Revenue Ordinance (Cap.112).

Q1: Is there any limit on the amount of premium of eligible policies that can claim tax deduction?
A1: Yes, the premium that a taxpayer can claim tax deduction is up to $8,000 per insured person in each assessment year. See the following example that two taxpayers purchase VHIS policies for themselves respectively

Coverage extended to include

Unknown pre-existing conditions will be partially covered in 2nd year (25%) and 3rd year (50%) after policy inception and fully covered (100%) afterwards.
Treatment of congenital conditions which have manifested or been diagnosed since the age of 8 will be covered.
Day case procedures such as endoscopy conducted in day centres will be covered.
Prescribed diagnostic imaging tests such as CT scan, MRI scan and PET scan conducted during hospital stay or in an outpatient setting will be covered, subject to 30% coinsurance.
Prescribed non-surgical cancer treatments such as radiotherapy, chemotherapy and targeted therapy will be covered.
Psychiatric inpatient treatments in local hospitals will be covered up to the limit of HK$30,000 per policy year.

- Part I completed by you with member cert number and Patient Signature

- Part II completed by the doctor with Signature and Chop

2. Payment Receipts:

- First Claim: original receipts, charge details and doctor's charges slip

- Secord Claim: certified true copy of receipts and claims statement advice by other insurer, if applicable

Additional Requirements (if applicable)

1. Copies of histopathology, endoscopic, diagnostic/laboratory tests reports, and surgical summary

No reimbursement or claims shall be made for:

1. Claim(s) submitted after 90 days from the date of discharge/treatment
